從營銷學分析,城市招商引資競爭已經擴展到營銷學中營銷手段(產品、媒介、促銷、渠道)的所有方麵,目前常用的手段有:
1、創造優良的投資環境,改善投資硬件,提升投資軟件。新建擴建開發區和工業區、旅遊度假區;投入巨資改善基礎設施,包括交通、能源、通信等。
2、出台具有誘惑力的優惠政策。在地方政府有限的權力範圍內,減免稅費,降低地價。
3、招商開始促銷。政府和開發區投入大量廣告宣傳費用、舉辦各種各樣的招商會、派遣投資促進團、招商人員上門等。
