產能過剩是個假命題

多重戰略困境

dangjinquanqiuchanyejingzhengyichangjilie,wulunshifadaguojiahaishixinxinggongyehuaguojia,doubazengqiangqiyedechuangxinnenglizuoweitishengguojiajingzhenglidezhongyaocuoshi,jiangjishuyoushizhuanhuaweichanpinyoushi,tongguoshichang“變現”進(jin)而(er)增(zeng)強(qiang)國(guo)家(jia)的(de)整(zheng)體(ti)創(chuang)新(xin)能(neng)力(li)。對(dui)中(zhong)國(guo)造(zao)船(chuan)業(ye)來(lai)講(jiang),當(dang)前(qian)在(zai)很(hen)大(da)程(cheng)度(du)上(shang)還(hai)隻(zhi)是(shi)個(ge)全(quan)球(qiu)船(chuan)舶(bo)加(jia)工(gong)者(zhe)角(jiao)色(se)。與(yu)國(guo)外(wai)相(xiang)比(bi),我(wo)國(guo)造(zao)船(chuan)業(ye)在(zai)船(chuan)型(xing)設(she)計(ji)、製造效率、管理水平、產(chan)業(ye)配(pei)套(tao)等(deng)方(fang)麵(mian)差(cha)距(ju)明(ming)顯(xian),落(luo)後(hou)產(chan)能(neng)相(xiang)對(dui)過(guo)剩(sheng),高(gao)端(duan)產(chan)能(neng)嚴(yan)重(zhong)不(bu)足(zu),缺(que)乏(fa)自(zi)主(zhu)創(chuang)新(xin)能(neng)力(li)與(yu)高(gao)端(duan)產(chan)品(pin)製(zhi)造(zao)能(neng)力(li)成(cheng)為(wei)中(zhong)國(guo)造(zao)船(chuan)業(ye)發(fa)展(zhan)麵(mian)臨(lin)的(de)重(zhong)要(yao)戰(zhan)略(lve)困(kun)境(jing)。
自全球金融危機以來,我國造船業的發展環境發生了微妙變化:原材料價格不斷上漲、laodonglichengbenbuduantigao,gengweiyanzhongdeshiquanqiuzaochuandejiesuanhuobimeiyuanbuduanbianzhi,zhongguozaochuanqiyezaiguojijiesuanguochengzhongmianlinzhebizhisunhaodeyanjunkaoyan。youcikejian,“產能過剩論”倡導的單純通過壓縮產能挽救中國造船業的道路顯然是走不通的。
升級突破新思維
要從根本上解決中國造船業麵臨的難題,首先要解決的是產業戰略問題。當前國家已經出台了《船舶業振興規劃》,這體現了政府對船舶製造業的戰略規劃,今後我國造船業亟需在長期戰略規劃的路徑下實現“官產學研”一體布局,在國家政策的戰略引導下穩步發展。

中(zhong)國(guo)造(zao)船(chuan)業(ye)必(bi)須(xu)引(yin)入(ru)新(xin)的(de)戰(zhan)略(lve)思(si)維(wei),原(yuan)有(you)的(de)通(tong)過(guo)擴(kuo)大(da)產(chan)能(neng)或(huo)單(dan)純(chun)進(jin)行(xing)技(ji)術(shu)研(yan)發(fa)的(de)發(fa)展(zhan)思(si)路(lu)已(yi)經(jing)行(xing)不(bu)通(tong)。可(ke)以(yi)預(yu)見(jian)的(de)是(shi),在(zai)一(yi)定(ding)時(shi)期(qi)內(nei),中(zhong)國(guo)仍(reng)將(jiang)在(zai)全(quan)球(qiu)船(chuan)舶(bo)製(zhi)造(zao)版(ban)圖(tu)中(zhong)占(zhan)據(ju)重(zhong)要(yao)戰(zhan)略(lve)地(di)位(wei)。中(zhong)國(guo)造(zao)船(chuan)業(ye)在(zai)國(guo)家(jia)相(xiang)關(guan)政(zheng)策(ce)引(yin)導(dao)下(xia),通(tong)過(guo)一(yi)係(xi)列(lie)戰(zhan)略(lve)調(tiao)整(zheng),未(wei)來(lai)位(wei)居(ju)全(quan)球(qiu)產(chan)業(ye)龍(long)頭(tou)地(di)位(wei)也(ye)未(wei)嚐(chang)不(bu)可(ke)。
筆者認為,這種戰略調整可分為兩個層麵:一是提升產業關鍵技術研發能力,形成具備自主知識產權的產業體係,並構建完整的產業鏈優勢,這是放大中國造船業產業優勢的基礎;另ling一yi方fang麵mian,在zai當dang前qian日ri韓han經jing濟ji以yi及ji造zao船chuan業ye遭zao遇yu重zhong大da戰zhan略lve考kao驗yan之zhi時shi,中zhong國guo造zao船chuan業ye如ru果guo在zai相xiang對dui龐pang大da的de產chan能neng支zhi撐cheng下xia,曆li經jing一yi段duan時shi間jian的de戰zhan略lve延yan展zhan,有you可ke能neng在zai全quan球qiu造zao船chuan業ye中zhong執zhi牛niu耳er。
事(shi)實(shi)上(shang),通(tong)過(guo)大(da)規(gui)模(mo)投(tou)資(zi)影(ying)響(xiang)國(guo)民(min)經(jing)濟(ji)發(fa)展(zhan)的(de)戰(zhan)略(lve)產(chan)業(ye),並(bing)在(zai)短(duan)期(qi)內(nei)迅(xun)速(su)建(jian)立(li)起(qi)戰(zhan)略(lve)產(chan)業(ye)的(de)發(fa)展(zhan)基(ji)礎(chu),滿(man)足(zu)國(guo)家(jia)發(fa)展(zhan)目(mu)標(biao)的(de)要(yao)求(qiu),提(ti)高(gao)戰(zhan)略(lve)產(chan)業(ye)的(de)供(gong)給(gei)能(neng)力(li),改(gai)變(bian)本(ben)國(guo)產(chan)業(ye)的(de)國(guo)際(ji)地(di)位(wei),這(zhe)是(shi)後(hou)起(qi)國(guo)家(jia)常(chang)用(yong)的(de)發(fa)展(zhan)戰(zhan)略(lve)。如(ru)果(guo)將(jiang)這(zhe)一(yi)產(chan)業(ye)發(fa)展(zhan)策(ce)略(lve)應(ying)用(yong)於(yu)中(zhong)國(guo)造(zao)船(chuan)業(ye),在(zai)短(duan)期(qi)內(nei)成(cheng)為(wei)集(ji)研(yan)發(fa)、設計、生產於一體的全球造船產業中心,將是未來中國造船業的必然。
