實事求是地看待情景規劃
在高度不確定的環境中,情景規劃的優勢是顯而易見的:由於沒有一種基本情形能被認定是可能發生的,因此,需要根據假定(假設幾種可能出現的不同未來)來製定規劃,並且需要高度關注不確定性的各種潛在推動因素。

加強監測

超越危機看未來
鑒(jian)於(yu)目(mu)前(qian)正(zheng)在(zai)發(fa)生(sheng)的(de)經(jing)濟(ji)劇(ju)變(bian)規(gui)模(mo)巨(ju)大(da),因(yin)此(ci),許(xu)多(duo)規(gui)劃(hua)製(zhi)定(ding)者(zhe)難(nan)免(mian)會(hui)受(shou)到(dao)一(yi)種(zhong)誘(you)惑(huo),即(ji)把(ba)所(suo)有(you)的(de)注(zhu)意(yi)力(li)全(quan)神(shen)貫(guan)注(zhu)於(yu)正(zheng)在(zai)發(fa)展(zhan)的(de)經(jing)濟(ji)危(wei)機(ji)之(zhi)中(zhong),而(er)難(nan)以(yi)自(zi)拔(ba)。這(zhe)是(shi)一(yi)種(zhong)錯(cuo)誤(wu)的(de)做(zuo)法(fa),至(zhi)少(shao)有(you)兩(liang)個(ge)理(li)由(you)可(ke)以(yi)說(shuo)明(ming)這(zhe)一(yi)點(dian)。
