中國社會轉型期的社會分化與主流意識形態凝聚力的重建

摘要:中(zhong)國(guo)社(she)會(hui)正(zheng)處(chu)於(yu)轉(zhuan)型(xing)中(zhong),轉(zhuan)型(xing)造(zao)成(cheng)經(jing)濟(ji)利(li)益(yi)分(fen)化(hua),社(she)會(hui)結(jie)構(gou)變(bian)化(hua),社(she)會(hui)主(zhu)流(liu)意(yi)識(shi)形(xing)態(tai)的(de)凝(ning)聚(ju)力(li)必(bi)須(xu)相(xiang)應(ying)加(jia)強(qiang)。我(wo)們(men)應(ying)重(zhong)新(xin)認(ren)識(shi)國(guo)家(jia)的(de)社(she)會(hui)職(zhi)能(neng),高(gao)舉(ju)鄧(deng)小(xiao)平(ping)理(li)論(lun)偉(wei)大(da)旗(qi)幟(zhi),以(yi)江(jiang)澤(ze)民(min)“三個代表”重要思想為指導,拓展理論與實踐的空間和領域,重建主流意識形態的凝聚力。
中國社會轉型期出現社會分化,這成為研究“建設有中國特色社會主義”所不能忽略的重要問題。[1]社she會hui轉zhuan型xing造zao成cheng經jing濟ji利li益yi分fen化hua,必bi然ran深shen刻ke影ying響xiang大da眾zhong社she會hui意yi識shi,影ying響xiang社she會hui主zhu流liu意yi識shi形xing態tai。因yin此ci,我wo們men必bi須xu認ren真zhen分fen析xi和he客ke觀guan評ping價jia這zhe一yi現xian象xiang,探tan討tao它ta在zai社she會hui轉zhuan型xing期qi中zhong對dui社she會hui主zhu流liu意yi識shi形xing態tai產chan生sheng什shen麼me影ying響xiang,提出什麼挑戰,以及如何重建主流意識形態的凝聚力等問題。
一、社會轉型中的利益分化與意識形態衝突

在(zai)改(gai)革(ge)開(kai)放(fang)以(yi)前(qian),我(wo)國(guo)基(ji)本(ben)上(shang)照(zhao)搬(ban)前(qian)蘇(su)聯(lian)的(de)社(she)會(hui)主(zhu)義(yi)模(mo)式(shi),這(zhe)種(zhong)體(ti)製(zhi)的(de)最(zui)大(da)特(te)征(zheng)是(shi)生(sheng)產(chan)資(zi)料(liao)公(gong)有(you)製(zhi)加(jia)計(ji)劃(hua)經(jing)濟(ji)。在(zai)這(zhe)種(zhong)經(jing)濟(ji)體(ti)製(zhi)中(zhong),國(guo)家(jia)掌(zhang)握(wo)資(zi)源(yuan)的(de)配(pei)置(zhi)權(quan),經(jing)濟(ji)決(jue)策(ce)權(quan)高(gao)度(du)集(ji)中(zhong),指(zhi)令(ling)性(xing)計(ji)劃(hua)成(cheng)為(wei)社(she)會(hui)主(zhu)義(yi)計(ji)劃(hua)經(jing)濟(ji)的(de)唯(wei)一(yi)形(xing)式(shi),以(yi)指(zhi)令(ling)性(xing)計(ji)劃(hua)為(wei)指(zhi)導(dao)的(de)資(zi)源(yuan)配(pei)置(zhi)成(cheng)了(le)社(she)會(hui)資(zi)源(yuan)唯(wei)一(yi)的(de)配(pei)置(zhi)方(fang)式(shi)。在(zai)這(zhe)種(zhong)經(jing)濟(ji)體(ti)製(zhi)中(zhong),商(shang)品(pin)、價值規律、市場等這些在市場經濟中發揮作用的機製根本不存在。分配方式雖然被稱作是“按勞分配”,但實際上是一種變相平均主義和“大鍋飯”。從cong表biao麵mian上shang來lai看kan,這zhe種zhong分fen配pei模mo式shi消xiao除chu了le貧pin富fu差cha距ju和he兩liang極ji分fen化hua,社she會hui每mei一yi成cheng員yuan在zai經jing濟ji上shang都dou處chu於yu平ping等deng狀zhuang態tai,社she會hui成cheng員yuan之zhi間jian不bu存cun在zai經jing濟ji利li益yi差cha異yi,不bu存cun在zai貧pin富fu之zhi間jian的de差cha距ju,但dan這zhe種zhong狀zhuang況kuang阻zu礙ai了le社she會hui生sheng產chan力li發fa展zhan。
改gai革ge開kai放fang首shou先xian破po除chu了le這zhe種zhong不bu符fu合he中zhong國guo社she會hui生sheng產chan力li發fa展zhan狀zhuang況kuang的de經jing濟ji模mo式shi,在zai重zhong新xin認ren清qing中zhong國guo社she會hui主zhu義yi初chu級ji階jie段duan的de基ji本ben國guo情qing之zhi後hou,我wo們men找zhao到dao了le一yi條tiao適shi應ying社she會hui生sheng產chan力li的de發fa展zhan道dao路lu,也ye就jiu是shi建jian立li社she會hui主zhu義yi市shi場chang經jing濟ji。社she會hui主zhu義yi市shi場chang經jing濟ji是shi以yi市shi場chang調tiao節jie為wei主zhu要yao手shou段duan的de經jing濟ji模mo式shi,市shi場chang在zai社she會hui資zi源yuan配pei置zhi中zhong起qi主zhu導dao性xing作zuo用yong。這zhe種zhong轉zhuan變bian不bu僅jin是shi經jing濟ji模mo式shi的de轉zhuan變bian,同tong時shi也ye是shi社she會hui意yi識shi、社(she)會(hui)價(jia)值(zhi)和(he)道(dao)德(de)觀(guan)發(fa)生(sheng)變(bian)化(hua)的(de)過(guo)程(cheng)。在(zai)社(she)會(hui)主(zhu)義(yi)市(shi)場(chang)經(jing)濟(ji)建(jian)立(li)過(guo)程(cheng)中(zhong),重(zhong)新(xin)承(cheng)認(ren)經(jing)濟(ji)利(li)益(yi)在(zai)社(she)會(hui)生(sheng)產(chan)發(fa)展(zhan)中(zhong)的(de)重(zhong)要(yao)作(zuo)用(yong),個(ge)人(ren)利(li)益(yi)重(zhong)新(xin)為(wei)社(she)會(hui)所(suo)承(cheng)認(ren)、尊重和保護。在市場的範圍內,每個經濟活動主體都從個人經濟利益出發,按照市場活動的規則和規律進行商品生產、分配和交換。
改(gai)革(ge)開(kai)放(fang)以(yi)前(qian),中(zhong)國(guo)所(suo)有(you)製(zhi)結(jie)構(gou)是(shi)單(dan)一(yi)公(gong)有(you)製(zhi),以(yi)此(ci)相(xiang)對(dui)應(ying),勞(lao)動(dong)產(chan)品(pin)分(fen)配(pei)方(fang)式(shi)也(ye)同(tong)樣(yang)呈(cheng)現(xian)單(dan)一(yi)模(mo)式(shi)。這(zhe)種(zhong)單(dan)一(yi)的(de)所(suo)有(you)製(zhi)結(jie)構(gou)和(he)分(fen)配(pei)方(fang)式(shi)在(zai)社(she)會(hui)主(zhu)義(yi)經(jing)濟(ji)製(zhi)度(du)建(jian)立(li)初(chu)期(qi)表(biao)現(xian)出(chu)一(yi)定(ding)生(sheng)命(ming)力(li),但(dan)隨(sui)著(zhe)社(she)會(hui)生(sheng)產(chan)力(li)發(fa)展(zhan),它(ta)越(yue)來(lai)越(yue)不(bu)能(neng)適(shi)應(ying)社(she)會(hui)發(fa)展(zhan)需(xu)要(yao),越(yue)來(lai)越(yue)不(bu)利(li)於(yu)調(tiao)動(dong)國(guo)家(jia)、集體、個人等一切經濟主體的生產積極性。經過20多(duo)年(nian)的(de)經(jing)濟(ji)體(ti)製(zhi)改(gai)革(ge),傳(chuan)統(tong)的(de)單(dan)一(yi)公(gong)有(you)製(zhi)結(jie)構(gou)已(yi)經(jing)改(gai)變(bian),勞(lao)動(dong)產(chan)品(pin)的(de)單(dan)一(yi)分(fen)配(pei)模(mo)式(shi)也(ye)隨(sui)之(zhi)發(fa)生(sheng)改(gai)變(bian)。隨(sui)著(zhe)多(duo)元(yuan)化(hua)所(suo)有(you)製(zhi)結(jie)構(gou)的(de)形(xing)成(cheng),勞(lao)動(dong)產(chan)品(pin)分(fen)配(pei)的(de)多(duo)元(yuan)形(xing)式(shi)也(ye)隨(sui)之(zhi)產(chan)生(sheng)。個(ge)人(ren)不(bu)僅(jin)作(zuo)為(wei)勞(lao)動(dong)者(zhe)進(jin)入(ru)生(sheng)產(chan)過(guo)程(cheng),而(er)且(qie)還(hai)作(zuo)為(wei)物(wu)質(zhi)生(sheng)產(chan)要(yao)素(su)的(de)所(suo)有(you)者(zhe)進(jin)入(ru)生(sheng)產(chan)過(guo)程(cheng)。因(yin)此(ci),勞(lao)動(dong)產(chan)品(pin)的(de)分(fen)配(pei)既(ji)以(yi)勞(lao)動(dong)投(tou)入(ru)為(wei)尺(chi)度(du),也(ye)以(yi)生(sheng)產(chan)要(yao)素(su)投(tou)入(ru)為(wei)尺(chi)度(du)。勞(lao)動(dong)產(chan)品(pin)的(de)分(fen)配(pei)方(fang)式(shi)從(cong)過(guo)去(qu)單(dan)一(yi)的(de)“按勞分配”轉變成以按勞分配為主體,多種分配方式並存。
中國共產黨的“十五大”報告明確提出要把按勞分配和按生產要素分配結合起來,允許和鼓勵資本、技術等生產要素參與收益分配,這是對社會主義分配理論的一個重大突破。它有利於充分調動一切社會力量和社會資源進行經濟建設;有利於資本、技術、勞動、經營管理等生產要素優化配置和組合;有利於最大限度提高經濟效益和發展生產力;有利於資本、技術等要素參與市場經濟的健康發展;有利於社會主義市場經濟的建立和完善。隨著所有製改革和多元化產權的出現,各種生產要素,如土地、資金、技術、知識、信息、guanlidengdoujinruleshichang,canyulelaodongchanpindefenpei。shishianshengchanyaosujinxingfenpei,shijishangyejiudengyuchengrenleshehuizhuyichujijieduanzhonggezhongshengchanyaosudoubixuyouchangrangduheshiyong,chengrenleshengchanyaosukeyizuoweizibenlaishiyongbingcanyulaodongchanpindefenpei,chengrenlerenmenduigezhongyaosuheziyuanzhanyoushangdebupingdengxing。zaishehuizhuyichujijieduanzhong,zaishehuizhuanxingdeguochengzhong,anlaofenpeiyuanshengchanyaosufenpeidejiehe,shishehuizhuyichujijieduandeshourufenpeizhengcefashenglejudadebianhua。
除chu了le上shang麵mian所suo提ti的de原yuan因yin之zhi外wai,中zhong國guo社she會hui生sheng產chan力li發fa展zhan和he地di區qu經jing濟ji發fa展zhan的de不bu平ping衡heng,也ye促cu使shi了le社she會hui的de分fen化hua。另ling外wai,在zai中zhong國guo經jing濟ji改gai革ge的de過guo程cheng中zhong,在zai計ji劃hua經jing濟ji向xiang市shi場chang經jing濟ji過guo渡du的de過guo程cheng中zhong,一yi部bu分fen掌zhang握wo了le社she會hui政zheng治zhi權quan力li的de人ren,用yong手shou中zhong的de權quan力li進jin行xing權quan、錢交易,非法侵占社會財產,把大量社會財富占為私有,這也是我國社會分化產生的原因之一。

隨著改革開放的深化,在社會轉型期中,各種思想流派、學說觀點紛紛浮現出來,最終表現為社會轉型期中的意識形態衝突。回顧20多(duo)年(nian)走(zou)過(guo)的(de)曆(li)史(shi),我(wo)們(men)可(ke)以(yi)看(kan)到(dao),伴(ban)隨(sui)著(zhe)經(jing)濟(ji)利(li)益(yi)格(ge)局(ju)的(de)變(bian)化(hua),意(yi)識(shi)形(xing)態(tai)內(nei)的(de)鬥(dou)爭(zheng)和(he)衝(chong)突(tu)非(fei)常(chang)激(ji)烈(lie)。總(zong)的(de)來(lai)說(shuo),我(wo)們(men)認(ren)為(wei)這(zhe)是(shi)正(zheng)常(chang)現(xian)象(xiang)。馬(ma)克(ke)思(si)曾(zeng)經(jing)明(ming)確(que)指(zhi)出(chu),經(jing)濟(ji)基(ji)礎(chu)中(zhong)的(de)變(bian)化(hua)最(zui)終(zhong)都(dou)會(hui)被(bei)反(fan)映(ying)到(dao)思(si)想(xiang)意(yi)識(shi)中(zhong),都(dou)會(hui)被(bei)反(fan)映(ying)在(zai)社(she)會(hui)意(yi)識(shi)形(xing)態(tai)中(zhong)。對(dui)中(zhong)國(guo)社(she)會(hui)轉(zhuan)型(xing)期(qi)出(chu)現(xian)的(de)意(yi)識(shi)形(xing)態(tai)衝(chong)突(tu),我(wo)們(men)要(yao)有(you)正(zheng)麵(mian)和(he)積(ji)極(ji)的(de)評(ping)價(jia)。中(zhong)國(guo)社(she)會(hui)轉(zhuan)型(xing)期(qi)出(chu)現(xian)的(de)意(yi)識(shi)形(xing)態(tai)衝(chong)突(tu)是(shi)社(she)會(hui)和(he)思(si)想(xiang)進(jin)步(bu)的(de)表(biao)現(xian)。從(cong)中(zhong)國(guo)實(shi)行(xing)改(gai)革(ge)開(kai)放(fang)起(qi),意(yi)識(shi)形(xing)態(tai)領(ling)域(yu)就(jiu)再(zai)也(ye)沒(mei)有(you)平(ping)靜(jing)過(guo)。意(yi)識(shi)形(xing)態(tai)領(ling)域(yu)的(de)衝(chong)突(tu),首(shou)先(xian)起(qi)源(yuan)於(yu)鄧(deng)小(xiao)平(ping)倡(chang)導(dao)和(he)發(fa)動(dong)的(de)“思想解放”運動。正是鄧小平發動和倡導的這一運動,把人們頭腦中的僵化意識、錯誤觀念一掃而光。在當時中國意識形態領域中,圍繞“實踐”與yu馬ma克ke思si主zhu義yi理li論lun之zhi間jian的de關guan係xi展zhan開kai的de大da討tao論lun,澄cheng清qing了le人ren們men的de認ren識shi,解jie放fang了le人ren們men的de思si想xiang,掃sao清qing了le改gai革ge開kai放fang道dao路lu上shang的de思si想xiang障zhang礙ai,促cu進jin了le改gai革ge開kai放fang的de成cheng功gong。如ru果guo沒mei有you這zhe場chang意yi識shi形xing態tai領ling域yu中zhong的de衝chong突tu,我wo們men的de思si想xiang將jiang難nan以yi解jie放fang,馬ma克ke思si主zhu義yi意yi識shi形xing態tai的de生sheng命ming力li和he凝ning聚ju力li也ye不bu可ke能neng重zhong新xin煥huan發fa,我wo們men也ye不bu可ke能neng在zai社she會hui主zhu義yi實shi踐jian道dao路lu上shang獲huo得de如ru此ci巨ju大da成cheng就jiu。由you此ci可ke以yi看kan到dao,在zai社she會hui轉zhuan型xing期qi出chu現xian的de意yi識shi形xing態tai衝chong突tu,有you它ta非fei常chang積ji極ji向xiang上shang的de意yi義yi。在zai中zhong國guo的de改gai革ge開kai放fang過guo程cheng中zhong,在zai建jian設she有you中zhong國guo特te色se社she會hui主zhu義yi的de實shi踐jian過guo程cheng中zhong,如ru果guo沒mei有you思si想xiang解jie放fang的de精jing神shen,沒mei有you敢gan於yu懷huai疑yi、勇於探索和不斷實踐的精神,中國的社會主義事業將沒有希望。
經濟格局重新調整和經濟利益分化,社會轉型期中的矛盾和衝突,不但引起意識形態衝突,而且還 yinqiyigegengweiyanzhongdewenti,jizaizhongguoshehuijingjigejuzhongxintiaozhenghejingjiliyizaifenpeideguochengzhong,zaiyishixingtaichongtuguochengzhong,ruhebaochihezhongjianshehuizhuliuyishixingtaideningjuli,zheshiyigewomenzaishehuizhuyichujijieduanshijianzhongmianlindexinwenti,shiwomenbudeburenzhensikaoheyanjiudewenti。
二、如何重建社會主流意識形態的凝聚力
無論在東、西方社會,政治權力的“合法性”問題與意識形態的“凝聚力”問題是同一個問題的不同方麵,必須聯係起來加以考慮。下麵我們就分別從政治權力合法性的社會基礎、意識形態與社會政治權力合法性之間的關係入手,探討一下主流意識形態的凝聚力重建問題。
馬克思恩格斯雖然沒有專門論述過“合法性”問題,但我們認為,在曆史唯物主義的有關論述中,已經包含了對社會政治權力“合法性”問wen題ti的de解jie釋shi。在zai對dui社she會hui形xing態tai的de分fen析xi中zhong,曆li史shi唯wei物wu主zhu義yi深shen刻ke揭jie示shi出chu上shang層ceng建jian築zhu對dui經jing濟ji基ji礎chu的de依yi賴lai關guan係xi和he反fan作zuo用yong。在zai這zhe種zhong依yi賴lai和he反fan作zuo用yong的de關guan係xi中zhong,隻zhi有you適shi應ying社she會hui經jing濟ji基ji礎chu的de上shang層ceng建jian築zhu才cai能neng夠gou被bei建jian立li起qi來lai。因yin此ci,社she會hui政zheng治zhi權quan力li隻zhi有you適shi應ying經jing濟ji基ji礎chu的de需xu要yao才cai具ju有you“合法性”。在經濟基礎與上層建築之間辯證關係的論述中,馬克思恩格斯第一次客觀、完整和全麵地解釋了社會政治權力存在的“合法性”問題。從曆史唯物主義對政治權力合法性的解釋中可以看到,馬克思恩格斯是從客觀的社會經濟基礎出發來說明上層建築的產生、cunzaihefazhanbianhua,shuomingshangcengjianzhucunzaidehelixing。yinci,yigeshehuizhengzhiquanlishifoujuyouhefaxing,yejiushikantashibushidaibiaoxianjinshengchanlidefazhanyaoqiu,daibiaoxianjinwenhuadeqianjinfangxiang,daibiaozuiguangdarenmindegenbenliyi。[2]這是重建我國社會政治權力“合法性”的基礎。關於這一點,我們可以結合世界社會主義運動的曆史清楚地看到。
當(dang)列(lie)寧(ning)領(ling)導(dao)俄(e)國(guo)共(gong)產(chan)黨(dang)第(di)一(yi)次(ci)建(jian)立(li)起(qi)了(le)社(she)會(hui)主(zhu)義(yi)國(guo)家(jia)時(shi),科(ke)學(xue)社(she)會(hui)主(zhu)義(yi)理(li)論(lun)轉(zhuan)化(hua)成(cheng)了(le)現(xian)實(shi)。在(zai)當(dang)時(shi),對(dui)於(yu)剛(gang)剛(gang)掌(zhang)握(wo)國(guo)家(jia)政(zheng)權(quan)的(de)無(wu)產(chan)階(jie)級(ji)來(lai)說(shuo),政(zheng)治(zhi)權(quan)力(li)的(de)“合法性”bujinshiyigelilunwenti,tongshiyeshiyigefeichangxianshideshijianwenti。lieningcongdangshisueshehuizhuyishijianchufa,jichenghefazhanlemakesilishiweiwuzhuyi。lieningbujinqingchudirenshidao,juyou“合法性”的政治權力應該是代表了先進的生產力、代(dai)表(biao)了(le)先(xian)進(jin)的(de)革(ge)命(ming)階(jie)級(ji)的(de)政(zheng)治(zhi)權(quan)力(li),而(er)且(qie)這(zhe)種(zhong)政(zheng)治(zhi)權(quan)力(li)還(hai)應(ying)該(gai)獲(huo)得(de)大(da)眾(zhong)意(yi)識(shi)的(de)認(ren)同(tong)。在(zai)大(da)眾(zhong)意(yi)識(shi)的(de)承(cheng)認(ren)和(he)接(jie)納(na)中(zhong),國(guo)家(jia)機(ji)構(gou)才(cai)能(neng)有(you)效(xiao)地(di)行(xing)使(shi)政(zheng)治(zhi)權(quan)力(li),才(cai)能(neng)有(you)效(xiao)地(di)發(fa)揮(hui)政(zheng)治(zhi)權(quan)力(li)的(de)社(she)會(hui)功(gong)能(neng)。列(lie)寧(ning)正(zheng)是(shi)本(ben)著(zhe)這(zhe)一(yi)認(ren)識(shi)開(kai)始(shi)了(le)蘇(su)維(wei)埃(ai)政(zheng)權(quan)的(de)建(jian)設(she)。
我們知道,十月革命雖然發生在1917年,但嚴格來說,這場革命直到蘇俄國內戰爭結束後才獲完結。十月革命期間,布爾什維克提出的口號是“和平、土地和麵包”,在(zai)當(dang)時(shi),這(zhe)個(ge)口(kou)號(hao)極(ji)大(da)調(tiao)動(dong)了(le)廣(guang)大(da)人(ren)民(min)參(can)與(yu)革(ge)命(ming)的(de)熱(re)情(qing)和(he)積(ji)極(ji)性(xing),列(lie)寧(ning)通(tong)過(guo)正(zheng)確(que)分(fen)析(xi)蘇(su)俄(e)革(ge)命(ming)的(de)現(xian)狀(zhuang)和(he)當(dang)前(qian)主(zhu)要(yao)問(wen)題(ti),英(ying)明(ming)作(zuo)出(chu)決(jue)定(ding),退(tui)出(chu)第(di)一(yi)次(ci)世(shi)界(jie)大(da)戰(zhan),使(shi)當(dang)時(shi)的(de)蘇(su)俄(e)獲(huo)得(de)了(le)和(he)平(ping)。但(dan)事(shi)隔(ge)不(bu)久(jiu),國(guo)內(nei)又(you)爆(bao)發(fa)內(nei)戰(zhan)。當(dang)時(shi)出(chu)於(yu)戰(zhan)爭(zheng)需(xu)要(yao),布(bu)爾(er)什(shen)維(wei)克(ke)黨(dang)實(shi)行(xing)了(le)餘(yu)糧(liang)征(zheng)集(ji)製(zhi)。餘(yu)糧(liang)征(zheng)收(shou)導(dao)致(zhi)了(le)農(nong)民(min)對(dui)當(dang)時(shi)蘇(su)維(wei)埃(ai)政(zheng)權(quan)的(de)不(bu)滿(man),有(you)不(bu)少(shao)農(nong)民(min)參(can)加(jia)了(le)反(fan)對(dui)布(bu)爾(er)什(shen)維(wei)克(ke)的(de)內(nei)戰(zhan)。麵(mian)對(dui)這(zhe)種(zhong)情(qing)況(kuang),列(lie)寧(ning)可(ke)以(yi)有(you)兩(liang)種(zhong)選(xuan)擇(ze):一種是繼續實行軍事共產主義政策,靠國家機器的暴力來維持無產階級專政,鎮壓敵對力量,並以此獲得政治權力的“合法性”;另外還有一種選擇,就是根據當時客觀形勢變化調整路線、fangzhenhezhengce,manzuguangdagongrenhenongmindeyaoqiu。zaifanyinghedaibiaoguangdarenminqunzhongdegenbenliyibingmanzutamendeliyixuyaozhong,shibuershenweikedezhengzhiquanlizhongxinhuodehefaxing。lieningxuanzelehouyizhongzuofa。sugongzaidishicidaibiaodahuishangjuedingfeichuyuliangzhengjizhi,kaishituixingxinjingjizhengce,tiaozhengdangshisuedeshehuishengchanguanxi,shitashiyingshehuishengchanlifazhanzhuangkuangxuyao。zaizheyitiaozhenghegaigezhong,guoneijingjihezhengzhixingshifashenglejingrenbianhua。youyujishitiaozhengledangdeluxian、方針和政策,增強了同農民的聯盟,國內經濟開始複蘇,由此大大地增強了蘇維埃政權的“合法性”地位。
翻開中國共產黨的80年發展史,我們可以清楚地看到,1949年nian中zhong國guo共gong產chan黨dang領ling導dao中zhong國guo人ren民min推tui翻fan國guo民min黨dang政zheng權quan統tong治zhi,在zai這zhe場chang社she會hui革ge命ming中zhong,中zhong國guo共gong產chan黨dang充chong當dang了le領ling導dao力li量liang,它ta充chong分fen反fan映ying社she會hui大da部bu分fen人ren的de利li益yi和he需xu求qiu,代dai表biao了le社she會hui曆li史shi發fa展zhan的de必bi然ran趨qu勢shi。因yin此ci,當dang中zhong國guo共gong產chan黨dang領ling導dao中zhong國guo人ren民min奪duo得de國guo家jia政zheng權quan之zhi後hou,人ren民min大da眾zhong對dui新xin政zheng權quan熱re情qing擁yong戴dai。在zai當dang時shi,中zhong國guo共gong產chan黨dang的de政zheng治zhi權quan力li有you著zhe廣guang闊kuo的de社she會hui基ji礎chu,它ta的de合he法fa性xing是shi不bu言yan自zi明ming的de。粉fen碎sui“四人幫”zhihou,zhongguogongchandanglingdaozhongguorenminjinxinggaigekaifang,fazhanjingji,tuidongshehuixiandaihuadejincheng,zheyouyicishunyingleshehuilishifazhanchaoliu,fanyinghedaibiaoleguangdarenminqunzhongdeqieshenliyihexuyao。zaigaigekaifangde20多年中,不但帶來了中國社會經濟、政zheng治zhi和he文wen化hua的de巨ju大da變bian化hua,同tong樣yang也ye帶dai來lai了le人ren民min群qun眾zhong物wu質zhi生sheng活huo水shui平ping的de極ji大da提ti高gao。因yin此ci,在zai改gai革ge開kai放fang中zhong中zhong國guo共gong產chan黨dang政zheng治zhi權quan力li的de基ji礎chu更geng加jia牢lao固gu,政zheng治zhi權quan力li的de“合法性”youyicibeishijiansuozhengming。congyishangdelishihuiguzhongkeyiqingchudikandao,shehuizhengzhiquanlidehefaxingshiyinengzhengquefanyingshehuilishifazhandebiranqushi,nengshunyingguangdaminzhongyaoqiuhedaibiaoguangdaminzhongdeqieshenliyi、並能找到切實可行的方式去滿足廣大民眾切身利益為基礎的。
在人類社會發展各個時期,占統治地位的意識形態都具有同化大眾意識的凝聚力,使社會在統一的理想、目mu標biao和he方fang向xiang中zhong邁mai進jin。從cong另ling外wai一yi個ge方fang麵mian看kan,社she會hui政zheng治zhi權quan力li同tong時shi也ye是shi在zai意yi識shi形xing態tai的de敘xu述shu和he解jie釋shi中zhong獲huo得de合he法fa性xing,被bei大da眾zhong意yi識shi承cheng認ren和he接jie受shou,並bing承cheng認ren其qi存cun在zai的de合he理li性xing。如ru果guo在zai一yi個ge社she會hui發fa展zhan過guo程cheng中zhong,主zhu流liu意yi識shi形xing態tai的de凝ning聚ju力li減jian弱ruo或huo者zhe喪sang失shi,那na麼me社she會hui的de穩wen定ding和he向xiang心xin力li也ye將jiang減jian弱ruo,由you此ci必bi然ran引yin起qi人ren們men對dui政zheng治zhi權quan力li合he法fa性xing的de懷huai疑yi,產chan生sheng信xin仰yang危wei機ji。因yin此ci,在zai任ren何he一yi種zhong社she會hui形xing態tai中zhong,在zai社she會hui發fa展zhan的de各ge個ge階jie段duan,意yi識shi形xing態tai的de凝ning聚ju力li都dou至zhi關guan重zhong要yao,它ta對dui保bao證zheng政zheng治zhi權quan力li的de合he法fa性xing,保bao持chi社she會hui穩wen定ding,緩huan解jie社she會hui矛mao盾dun和he衝chong突tu,引yin導dao大da眾zhong意yi識shi和he行xing為wei有you著zhe不bu可ke低di估gu的de作zuo用yong。如ru前qian所suo述shu,在zai中zhong國guo社she會hui主zhu義yi初chu級ji階jie段duan中zhong,所suo有you製zhi結jie構gou的de變bian化hua導dao致zhi社she會hui結jie構gou變bian化hua,不bu同tong利li益yi階jie層ceng和he利li益yi集ji團tuan正zheng在zai出chu現xian,社she會hui出chu現xian新xin的de分fen化hua。那na麼me,在zai社she會hui發fa生sheng如ru此ci變bian化hua的de過guo程cheng中zhong,社she會hui政zheng治zhi權quan力li的de“合法性”以yi及ji意yi識shi形xing態tai的de凝ning聚ju力li是shi否fou可ke能neng在zai一yi個ge新xin基ji礎chu上shang重zhong建jian?如ru果guo可ke能neng的de話hua,這zhe個ge基ji礎chu何he在zai?我wo們men認ren為wei,這zhe個ge基ji礎chu就jiu是shi社she會hui各ge個ge階jie層ceng共gong同tong的de利li益yi,而er“三個代表”思想所提出的正是代表了中華民族的共同利益。
中國共產黨成為執政黨之後,領導中國人民進行了50多年的社會主義經濟建設,特別是20duoniandejingjigaige,shizhongguoshehuifashenglefantianfudidebianhua。jingjigaigebirandailaishehuijiegoudebianhua,zheyidianyijingchengweibuzhengdeshishi。shehuijiegoudebianhua,gezhongbutongjingjiliyijituandechansheng,biranduizhizhengdangruhehuodeguangdaminzhongderentong,ruhehuodeyigexinde“合法性”基礎提出新的挑戰。筆者認為,麵對新的挑戰,我們在思想觀念上必須有新的突破和發展,在理論和實踐上拓展新的空間和領域。
首先,麵對所發生的巨大社會變化,我們應該緊緊圍繞鄧小平的“社會主義初級階段”理li論lun這zhe個ge基ji本ben出chu發fa點dian來lai確que定ding我wo們men的de方fang針zhen和he政zheng策ce。既ji然ran社she會hui主zhu義yi發fa展zhan還hai處chu於yu初chu級ji階jie段duan,中zhong國guo共gong產chan黨dang就jiu必bi須xu麵mian對dui中zhong國guo社she會hui的de現xian狀zhuang提ti出chu自zi己ji的de任ren務wu,製zhi定ding方fang針zhen和he政zheng策ce,就jiu必bi須xu麵mian對dui這zhe一yi客ke觀guan的de國guo情qing尋xun找zhao自zi己ji的de“合法性”基礎。這也就是我們通常反複強調的“實事求是”。如(ru)果(guo)我(wo)們(men)不(bu)是(shi)麵(mian)對(dui)現(xian)實(shi)去(qu)確(que)定(ding)我(wo)們(men)黨(dang)的(de)目(mu)標(biao),製(zhi)定(ding)方(fang)針(zhen)和(he)政(zheng)策(ce),不(bu)是(shi)麵(mian)對(dui)客(ke)觀(guan)現(xian)實(shi)去(qu)確(que)定(ding)我(wo)們(men)黨(dang)的(de)性(xing)質(zhi),而(er)是(shi)一(yi)味(wei)從(cong)書(shu)本(ben)出(chu)發(fa),從(cong)脫(tuo)離(li)客(ke)觀(guan)的(de)教(jiao)條(tiao)出(chu)發(fa),那(na)麼(me)我(wo)們(men)黨(dang)將(jiang)會(hui)在(zai)這(zhe)場(chang)社(she)會(hui)變(bian)革(ge)中(zhong)喪(sang)失(shi)自(zi)己(ji)的(de)生(sheng)命(ming)力(li)和(he)戰(zhan)鬥(dou)力(li),喪(sang)失(shi)自(zi)己(ji)的(de)“合法性”基礎。
其次,我們可以看到,從一定的意義上來說,江澤民同誌的“三個代表”思想正是立足於社會主義初級階段這一現實基礎,麵對20duonianjingjigaigeguochengzhongzhongguoshehuisuochuxiandebianhua,mianduizhongguoshehuigezhongjiecengheliyijituandedexianzhuang,duizhongguogongchandangzaiweilaidefazhanzhongsuolizudejichutichulechuangzaoxingdejianjie。congmouzhongyiyishangjiang,zheshiduilishiweiwuzhuyidexingongxian,shilizuzhongguoshehuizhuyichujijieduandexinshijian,shiyunyongmakesideguojialilundexindianfan。
通(tong)過(guo)以(yi)上(shang)的(de)分(fen)析(xi),我(wo)們(men)可(ke)以(yi)清(qing)楚(chu)地(di)看(kan)到(dao),在(zai)我(wo)國(guo)改(gai)革(ge)開(kai)放(fang)的(de)現(xian)階(jie)段(duan),雖(sui)然(ran)社(she)會(hui)出(chu)現(xian)了(le)不(bu)同(tong)的(de)利(li)益(yi)集(ji)團(tuan)和(he)利(li)益(yi)階(jie)層(ceng),但(dan)在(zai)現(xian)階(jie)段(duan)重(zhong)建(jian)意(yi)識(shi)形(xing)態(tai)的(de)凝(ning)聚(ju)力(li)和(he)政(zheng)治(zhi)權(quan)力(li)的(de)合(he)法(fa)性(xing)是(shi)完(wan)全(quan)可(ke)能(neng)的(de)。隻(zhi)要(yao)我(wo)們(men)以(yi)“三個代表”為指導,進一步解放思想,實事求是,我們就可能在新形勢下使我們的工作獲得新的進展。

對祖國大陸腐敗問題的經濟學分析/文士元
作者在台刊《台海兩岸前瞻探索》第29期上發表文章指出,目前中央反腐敗措施主要集中在政治思想教育,提高官員的道德水平和加大打擊、懲cheng罰fa力li度du等deng方fang麵mian,忽hu視shi了le祖zu國guo大da陸lu腐fu敗bai問wen題ti之zhi所suo以yi越yue演yan越yue烈lie,其qi活huo動dong領ling域yu也ye有you呈cheng現xian不bu斷duan擴kuo大da和he不bu斷duan加jia深shen之zhi勢shi,乃nai是shi有you其qi經jing濟ji製zhi度du的de根gen源yuan。中zhong國guo搞gao活huo經jing濟ji後hou,將jiang人ren的de貪tan念nian也ye一yi並bing誘you發fa出chu來lai。國guo家jia雖sui力li主zhu對dui貪tan官guan嚴yan辦ban,但dan是shi現xian在zai的de腐fu敗bai已yi不bu僅jin僅jin是shi一yi個ge道dao德de和he法fa律lv領ling域yu中zhong少shao數shu人ren不bu道dao德de或huo惡e意yi違wei規gui的de個ge別bie現xian象xiang,而er是shi一yi個ge有you著zhe廣guang泛fan的de經jing濟ji根gen源yuan和he深shen刻ke製zhi度du原yuan因yin的de普pu遍bian的de客ke觀guan存cun在zai,必bi須xu從cong根gen本ben上shang探tan尋xun反fan腐fu敗bai的de方fang法fa和he措cuo施shi。(葉普照摘編)
