編者語:隨(sui)著(zhe)金(jin)融(rong)危(wei)機(ji)影(ying)響(xiang)的(de)加(jia)深(shen)和(he)國(guo)際(ji)貿(mao)易(yi)的(de)萎(wei)縮(suo),今(jin)年(nian)以(yi)來(lai)我(wo)國(guo)外(wai)貿(mao)出(chu)口(kou)呈(cheng)現(xian)出(chu)兩(liang)位(wei)數(shu)負(fu)增(zeng)長(chang)的(de)嚴(yan)峻(jun)形(xing)勢(shi)。業(ye)內(nei)人(ren)士(shi)認(ren)為(wei),在(zai)國(guo)際(ji)金(jin)融(rong)危(wei)機(ji)影(ying)響(xiang)國(guo)內(nei)化(hua)和(he)我(wo)國(guo)經(jing)濟(ji)運(yun)行(xing)國(guo)際(ji)化(hua)的(de)大(da)背(bei)景(jing)下(xia),依靠政府增加投資拉動經濟增長是非常必要的,但如果沒有市場驅動的民間投資和企業出口做接續,消費的擴張和政府投資的力度不可能持續增強。在這一特殊時期,必須強調發揮市場機製的基礎性作用,加大刺激力度推動出口反彈,著力推進經濟增長向以投資、消費拉動為主與出口驅動相結合的方向轉變。
出口形勢依然嚴峻
國際金融與國際貿易互為表裏,在多種因素的影響下,今年一季度我國對外進出口同比下降24.9%,其中出口下降19.7%,淨出口占GDP的比重降到了13%,外貿出口對我國GDP的拉動作用明顯減弱。與此同時,今年頭四個月機電產品進出口總額為3285億美元,同比下降24.2%,占全國外貿進出口的54.8%;出口達1981億美元,同比下降21.2%,占全國外貿出口的58.7%,盡管機電產品出口在外貿出口商品中的降幅較大,卻依然是中國外貿出口的“中流砥柱”。

推崇質量以擺脫困境
“積力所舉,則無不勝”,越(yue)是(shi)出(chu)口(kou)市(shi)場(chang)環(huan)境(jing)惡(e)劣(lie),越(yue)是(shi)供(gong)求(qiu)失(shi)衡(heng),越(yue)是(shi)要(yao)高(gao)度(du)重(zhong)視(shi)出(chu)口(kou)產(chan)品(pin)質(zhi)量(liang)。無(wu)論(lun)在(zai)什(shen)麼(me)樣(yang)的(de)國(guo)際(ji)經(jing)濟(ji)環(huan)境(jing)下(xia),中(zhong)國(guo)外(wai)貿(mao)增(zeng)長(chang)都(dou)要(yao)堅(jian)守(shou)出(chu)口(kou)產(chan)品(pin)質(zhi)量(liang)安(an)全(quan)保(bao)證(zheng)的(de)基(ji)本(ben)底(di)線(xian),把(ba)出(chu)口(kou)產(chan)品(pin)的(de)質(zhi)量(liang)安(an)全(quan)保(bao)證(zheng),作(zuo)為(wei)中(zhong)國(guo)外(wai)貿(mao)複(fu)蘇(su)的(de)長(chang)久(jiu)之(zhi)舉(ju)。

靠製度力量促複蘇
製度是一種稀缺的資源,其他資源在用製度力量創造了較好的製度資源以後,才有可能被科學的開發利用起來。
