風(feng)能(neng)作(zuo)為(wei)低(di)碳(tan)經(jing)濟(ji)發(fa)展(zhan)中(zhong)清(qing)潔(jie)的(de)可(ke)再(zai)生(sheng)能(neng)源(yuan),越(yue)來(lai)越(yue)受(shou)到(dao)世(shi)界(jie)各(ge)國(guo)的(de)重(zhong)視(shi)。風(feng)電(dian)技(ji)術(shu)日(ri)益(yi)成(cheng)熟(shu),應(ying)用(yong)規(gui)模(mo)越(yue)來(lai)越(yue)大(da)。發(fa)展(zhan)以(yi)風(feng)電(dian)為(wei)代(dai)表(biao)的(de)可(ke)再(zai)生(sheng)能(neng)源(yuan),已(yi)成(cheng)為(wei)世(shi)界(jie)各(ge)國(guo)應(ying)對(dui)未(wei)來(lai)能(neng)源(yuan)安(an)全(quan)和(he)氣(qi)候(hou)變(bian)化(hua)壓(ya)力(li)的(de)長(chang)期(qi)策(ce)略(lve)。我(wo)國(guo)可(ke)開(kai)發(fa)的(de)風(feng)能(neng)潛(qian)力(li)巨(ju)大(da),陸(lu)上(shang)加(jia)海(hai)上(shang)的(de)總(zong)量(liang)約(yue)為(wei)7億-12億千瓦,風電將成為我國未來能源結構中重要組成部分。大量風電機組的並網發電,成為我國完成節能減排目標、加快能源結構調整的重要力量。當前風電成為能源領域增長最快的行業。我國風電總裝機容量排在美國、德國、西班牙之後居世界第四位。但總體來看,我國風電產業總體競爭力仍然較弱,主要存在以下問題:
一、fengdianchanyelianbugouwanshan,channengguoshengjishuqueshi。guoneifengdianzhuangjirongliangzailianxujinianshixianfanfanzengchanghou,zaijinnianyinglaileyouxunmengzengchangxiangpingwenzengchangdeguodu,dangqianyijiweilaijinianguoneifengdianzhuangjirongliangfanghuandequshijibenshangyichengdingju。yishichanyefazhanwuchangyuanguihua。woguofengdianchanyeshichangwuxujingzhenghemangmufazhanzhuangkuangyanzhong,chanyebuju、技(ji)術(shu)創(chuang)新(xin)及(ji)設(she)備(bei)製(zhi)造(zao)都(dou)缺(que)乏(fa)統(tong)一(yi)規(gui)劃(hua)安(an)排(pai)。目(mu)前(qian)國(guo)內(nei)陸(lu)上(shang)風(feng)力(li)資(zi)源(yuan)非(fei)常(chang)豐(feng)富(fu)的(de)地(di)區(qu)基(ji)本(ben)上(shang)都(dou)已(yi)經(jing)建(jian)設(she)了(le)風(feng)電(dian)場(chang),而(er)海(hai)上(shang)風(feng)電(dian)場(chang)和(he)陸(lu)上(shang)低(di)風(feng)速(su)風(feng)電(dian)場(chang)由(you)於(yu)技(ji)術(shu)條(tiao)件(jian)的(de)限(xian)製(zhi),現(xian)階(jie)段(duan)還(hai)未(wei)迎(ying)來(lai)大(da)規(gui)模(mo)開(kai)發(fa)期(qi)。二(er)是(shi)由(you)於(yu)風(feng)電(dian)場(chang)設(she)計(ji)、建設、運行和調度管理薄弱。缺少國家研發機構、公共測試平台以及標準、檢測、認(ren)證(zheng)體(ti)係(xi)和(he)對(dui)國(guo)內(nei)產(chan)業(ye)的(de)保(bao)護(hu)。三(san)是(shi)國(guo)內(nei)風(feng)電(dian)產(chan)業(ye)之(zhi)前(qian)過(guo)分(fen)重(zhong)視(shi)速(su)度(du)規(gui)模(mo)的(de)發(fa)展(zhan)路(lu)徑(jing)是(shi)不(bu)可(ke)持(chi)續(xu)的(de),在(zai)國(guo)內(nei)風(feng)電(dian)裝(zhuang)機(ji)容(rong)量(liang)達(da)到(dao)世(shi)界(jie)第(di)一(yi)以(yi)後(hou),控(kong)製(zhi)風(feng)電(dian)產(chan)業(ye)的(de)發(fa)展(zhan)節(jie)奏(zou)、促使風電產業向質量效益型轉變是必然的選擇。
二、缺que乏fa完wan善shan的de定ding價jia稅shui收shou政zheng策ce,製zhi約yue了le產chan業ye發fa展zhan積ji極ji性xing。盡jin管guan目mu前qian國guo家jia扶fu持chi可ke再zai生sheng能neng源yuan的de三san類lei政zheng策ce已yi經jing出chu台tai試shi行xing,但dan是shi具ju體ti到dao風feng力li發fa電dian,仍reng沒mei有you製zhi定ding風feng電dian稅shui種zhong。風feng力li發fa電dian隻zhi用yong大da自zi然ran賜ci予yu的de風feng能neng,沒mei有you燃ran料liao和he其qi它ta原yuan材cai料liao進jin項xiang稅shui抵di扣kou,而er稅shui務wu部bu門men比bi照zhao火huo電dian按an17%的(de)稅(shui)率(lv)征(zheng)收(shou)風(feng)電(dian)增(zeng)值(zhi)稅(shui),在(zai)事(shi)實(shi)上(shang)增(zeng)加(jia)了(le)風(feng)電(dian)成(cheng)本(ben),不(bu)僅(jin)沒(mei)有(you)扶(fu)持(chi)和(he)鼓(gu)勵(li)風(feng)力(li)發(fa)電(dian),反(fan)而(er)在(zai)一(yi)定(ding)程(cheng)度(du)上(shang)製(zhi)約(yue)了(le)風(feng)電(dian)的(de)發(fa)展(zhan),這(zhe)不(bu)能(neng)不(bu)說(shuo)是(shi)一(yi)種(zhong)缺(que)憾(han)。
三、電dian網wang建jian設she滯zhi後hou,造zao成cheng風feng電dian輸shu出chu難nan。由you於yu風feng能neng資zi源yuan遠yuan離li負fu荷he中zhong心xin,因yin此ci在zai風feng電dian發fa展zhan規gui劃hua中zhong電dian網wang要yao求qiu超chao前qian建jian設she,以yi利li於yu風feng電dian接jie入ru。如ru果guo電dian網wang建jian設she跟gen不bu上shang,發fa了le電dian也ye輸shu不bu出chu來lai。我wo國guo陸lu上shang可ke開kai發fa風feng能neng資zi源yuan的de90%集中分布在電網薄弱地區或遠離電網的內蒙、甘肅、新疆一帶,容納風電能力很小。由於沒有把風電納入電網規劃,按照目前情況,即使200萬wan千qian瓦wa風feng電dian裝zhuang機ji並bing網wang都dou有you困kun難nan,更geng談tan不bu上shang大da規gui模mo發fa展zhan風feng電dian。對dui於yu風feng電dian裝zhuang機ji容rong量liang領ling先xian全quan國guo的de內nei蒙meng古gu而er言yan,似si乎hu已yi經jing成cheng為wei了le一yi種zhong幸xing福fu的de煩fan惱nao。以yi內nei蒙meng古gu風feng電dian為wei例li,在zai中zhong國guo部bu分fen地di區qu因yin電dian煤mei緊jin張zhang而er出chu現xian拉la閘zha限xian電dian的de時shi候hou,內nei蒙meng古gu自zi治zhi區qu卻que因yin電dian力li外wai送song通tong道dao不bu暢chang有you430萬(wan)千(qian)瓦(wa)的(de)風(feng)電(dian)機(ji)組(zu)在(zai)晚(wan)間(jian)停(ting)轉(zhuan)。盡(jin)管(guan)在(zai)白(bai)天(tian)用(yong)電(dian)高(gao)峰(feng)期(qi),內(nei)蒙(meng)古(gu)電(dian)網(wang)可(ke)全(quan)部(bu)消(xiao)納(na)這(zhe)些(xie)風(feng)電(dian)機(ji)組(zu),但(dan)在(zai)夜(ye)晚(wan)用(yong)電(dian)低(di)穀(gu)時(shi)期(qi),由(you)於(yu)要(yao)確(que)保(bao)火(huo)電(dian)供(gong)熱(re)機(ji)組(zu)的(de)運(yun)行(xing),不(bu)得(de)不(bu)讓(rang)風(feng)機(ji)棄(qi)風(feng)停(ting)轉(zhuan)。這(zhe)相(xiang)當(dang)於(yu)內(nei)蒙(meng)古(gu)龐(pang)大(da)的(de)風(feng)電(dian)場(chang)有(you)320萬千瓦的風電機組不能出力,比例占到80%。而夜間,正是草原上風力最大、最穩定的黃金發電時刻。發出的電卻不能完全上網,網受限製影響了風電企業的盈利。
四、缺乏國內風機設計標準,風電發電效率低下。我國風電發電效率遠遠低於國際平均水平。數據顯示,我國風電機組的平均利用率在20%左右,而國際平均水平在25%至30%zhijian。qizhongyaoyuanyinshiwoguofengdianshebeitebieshifengjidezhiliangbuwending,tongshi,youyuwoguoshejifengjidebiaozhunduoshianzhaoouzhoubiaozhunlaishejide,youshinanyishiyingguoneideteshuhuanjing。

一、jianliwoguofengdianchanyejishuchuangxintixi。jishuchuangxintixidejianlishichuangxinxingqiyefazhandejichu,chuangxinxingqiyebixuyongyouzizhuzhishichanquan。danzizhuzhishipinpaidehuodehechixuchuangxinnenglidezengqiang,chulezhuyaoyikaoqiyedezishennuliwai,haixuyaoguojiageiyuzhongdiandefuchiheyindao。yinci,zaitiaojianjiaohaodefengdianzhengjiqiyehelingbujianqiyekeyijinxingshidian,duiqiyanfajigou、研發人員、研發項目、專利申請、產品品牌和能力建設等方麵提出具體要求和量化指標。在建立風電產業創新體係的過程中,要注意加強產、學、研的聯合,通過整合資源、聯合創新、合理安排市場份額和知識產權的情況下,建立以企業為主體,市場為導向,產學研相結合的風電產業技術創新體係,使風電企業、科研機構和高等院校優勢互補,共同發展。
二、製zhi定ding我wo國guo風feng能neng發fa展zhan技ji術shu路lu線xian圖tu。製zhi定ding風feng能neng發fa展zhan技ji術shu路lu線xian圖tu是shi世shi界jie上shang風feng能neng發fa展zhan先xian進jin國guo家jia的de一yi個ge成cheng功gong經jing驗yan,在zai我wo國guo風feng電dian產chan業ye發fa展zhan中zhong也ye應ying該gai根gen據ju世shi界jie風feng能neng技ji術shu發fa展zhan趨qu勢shi和he我wo國guo基ji本ben國guo情qing,製zhi定ding我wo國guo發fa展zhan風feng電dian的de技ji術shu路lu線xian圖tu。其qi中zhong應ying該gai包bao含han我wo國guo風feng能neng技ji術shu發fa展zhan方fang向xiang、技(ji)術(shu)發(fa)展(zhan)目(mu)標(biao),技(ji)術(shu)發(fa)展(zhan)途(tu)徑(jing)以(yi)及(ji)相(xiang)應(ying)的(de)保(bao)障(zhang)措(cuo)施(shi)。另(ling)外(wai),針(zhen)對(dui)風(feng)能(neng)技(ji)術(shu)進(jin)步(bu)和(he)產(chan)業(ye)發(fa)展(zhan)的(de)需(xu)要(yao),在(zai)技(ji)術(shu)發(fa)展(zhan)路(lu)線(xian)圖(tu)中(zhong)還(hai)應(ying)對(dui)我(wo)國(guo)風(feng)電(dian)產(chan)業(ye)的(de)關(guan)鍵(jian)科(ke)學(xue)問(wen)題(ti)和(he)關(guan)鍵(jian)技(ji)術(shu)問(wen)題(ti)進(jin)行(xing)剖(pou)析(xi),為(wei)我(wo)國(guo)科(ke)學(xue)製(zhi)定(ding)風(feng)電(dian)發(fa)展(zhan)規(gui)劃(hua)和(he)項(xiang)目(mu)提(ti)供(gong)科(ke)學(xue)依(yi)據(ju)。
三、jianshewoguofengdiangonggongjishufuwupingtai。gonggongjishufuwupingtaishichanyenenglijianshedezhongyaofangmian,duicujinfengdianqiyejishuchuangxinyoushifenzhongyaodezuoyong。zhuyaobaokuofengdianchanyedejishubiaozhun、技術信息、技術數據、設備儀器、技術谘詢和技術培訓等,可以由風電企業、科研機構、高等院校,包括國家重點實驗室和國家工程技術研究中心等的聯合,共同對我國風能資源進行整合,實現資源共享,使具有資金、市場和理念優勢的風電企業與具有人才、科研和開發優勢的院所結成產學研聯合體,逐步實現我國風能資源的有效利用,並在此基礎上成立風能研發中心、檢測中心、認證中心、信息中心和培訓中心。通過建立完善的風機標準、檢測、renzhengtixi,shidesuoyoufengjibixutongguowoguorenzhengjigouderenzhenghejiance,cainengjinruwoguoshichangxiaoshou,zheyangjibaozhenglefengjizhiliang,younenggoucujinfengjijishujilei。
四、“兩步走”解(jie)決(jue)風(feng)電(dian)輸(shu)出(chu)瓶(ping)頸(jing)。第(di)一(yi)步(bu),盡(jin)快(kuai)建(jian)設(she)西(xi)部(bu)電(dian)網(wang)向(xiang)東(dong)輸(shu)電(dian)第(di)二(er)通(tong)道(dao)串(chuan)補(bu)工(gong)程(cheng),逐(zhu)步(bu)將(jiang)西(xi)部(bu)電(dian)網(wang)向(xiang)國(guo)家(jia)電(dian)網(wang)外(wai)送(song)電(dian)。第(di)二(er)步(bu),國(guo)家(jia)像(xiang)支(zhi)持(chi)風(feng)電(dian)發(fa)電(dian)企(qi)業(ye)一(yi)樣(yang)支(zhi)持(chi)風(feng)電(dian)通(tong)道(dao)建(jian)設(she),建(jian)設(she)幾(ji)條(tiao)西(xi)部(bu)向(xiang)華(hua)北(bei)、向華東地區的輸電線路,以滿足風電的上網和輸送需求。
總之,在低碳經濟時代,作為戰略性新興產業的風電業可以解決我國能源供應、二er氧yang化hua碳tan排pai放fang等deng問wen題ti。風feng電dian產chan業ye附fu加jia值zhi較jiao高gao,產chan業ye鏈lian條tiao長chang,資zi源yuan消xiao耗hao較jiao少shao,對dui經jing濟ji和he就jiu業ye的de拉la動dong作zuo用yong顯xian著zhu,因yin此ci,風feng電dian產chan業ye的de創chuang新xin發fa展zhan值zhi得de關guan注zhu和he深shen思si。
